harry's only living family. They are muggles. There family is made up of Petunia (Lily Potter's sister), her husband Vernon, and their only son Dudley.

Vernon and Petunia Dursley are Harry Potter's aunt and uncle, his only living relatives. Petunia is Harry's mother's sister. Vernon and Petunia have one son, Dudley. Vernon has a sister named Marjorie.
Vernon Dursley is a Muggle. In fact, he's about as Muggle as a person can get. He has no use for imagination at all. He wears his most boring tie to work and sits at his desk with his back to the window. Vernon Dursley considers it a good morning if he's yelled at a few people. The firm of which he is a director, Grunnings, makes drills. For Vernon, it's all about appearances. He wants nothing more than to be completely normal, thank you very much, although he also wants to be better than everyone else around him, too. He places high regard on things like which kind of car a person drives. In fact, when he gets a new company car himself, he stands out in the driveway with his wife and son exclaiming about how wonderful it is, all in voices loud enough so that the neighbors will hear.
Vernon is a large, beefy man with very little neck. He has a mustache, although at one time he had pulled out some tufts of it. He doesn't care much for anyone who seems a bit different or who drives too fast or collects for charities or indeed anyone at all, really. He enjoys complaining loudly about things like the weather and motorcyclists, but especially about his nephew Harry. Vernon's goals in life include selling more drills, buying a vacation home in Majorca, and keeping anything remotely associated with magic away from his home and his family.
Vernon Dursley attended Smeltings, a rather prestigious private school. Dudley is now attending Smeltings as well.
Petunia Dursley is tall and thin with a long neck. She is a nosey gossip who cranes her long neck around, noticing what everyone else in the neighborhood is up to. She has a friend named Yvonne. Petunia keeps her house immaculately clean and cooks wonderful meals. She dotes on her spoiled son; she feeds him huge amounts of food, gives him huge numbers of presents, and thinks he's as perfect as can be. Petunia can be vicious, however. She nearly starves her nephew, and sometimes has fed him only stone cold tinned soup for days on end (CS2).
While she was growing up, Petunia was disgusted by the way her parents were delighted with her sister, Lily, who was a witch and who attended Hogwarts. Petunia considered Lily to be a freak. Until the time of Lily's death, Petunia and Vernon pretended she didn't have a sister at all.
Curiously, Petunia knows more about the Wizarding world than she has let on to her family. Apparently Dumbledore has corresponded with her on occasion, and she knows more than she cares to let on about Dementors -- according to JKR, because she "overheard a conversation" between Lily and someone else. There is more to it than that, but we won't find out until Book 7 (ITV).
Dudley Dursley is the only son of Vernon and Petunia Dursley of number four Privet Drive, Little Whinging, Surrey. Dudley was born on June 23, 1980 [Y0] [1]. As a baby, he was chubby and had blond curls. He screamed for sweets, had tantrums which involved throwing his cereal at the wall, resembled a large pink beachball wearing different colored bonnets, and on November 1, 1981 [Y1], he learned the word "won't".
Ten years later, Dudley was still chubby and had blond curls. His personality hadn't changed much either. There are pictures on the mantel of number four Privet Drive of him riding his first bicycle, riding a carousel, playing a computer game with his father, and being fawned over by his mother. He hates exercise unless it involves punching someone. "He (has) a large pink face, not much neck, small watery blue eyes, and thick blond hair (PS2)." Dudley pretends to cry when he wants to get his way, a tactic that works very well with his mother, who dotes on him.
Dudley's best friend is Piers Polkiss, a scawny boy with a face like a rat. Piers holds other kids so Dudley can slug them. In primary school, and on holidays later on, Piers was part of Dudley's "gang," which also included Dennis, Malcolm, and Gordon (PS2, PS3, OP1). Because Dudley was the biggest and stupidest of the lot, he was the leader. The other kids at primary school didn't like to disagree with Dudley's gang, whose favourite sport was "Harry hunting".
In 1991 [Y11], Dudley went to Smeltings, his father's old school. His parents are of the opinion that his teachers don't understand him because the teachers note with concern his bullying behavior. After his third year at Smeltings, the school nurse informed the Dursleys that Dudley had to go on a diet, since he had become too large for the Smeltings uniforms.
During the 1994-95 [Y14 - Y15] school year, Dudley became the Junior Inter-School Boxing Champion of the South East. He became, if possible, an even worse bully. He and his gang spent the summer holidays terrorizing the neighborhood. They smoked, vandalized the play park, threw stones at cars and small children, and beat up younger boys, including a certain Mark Evans, whom Dudley said "cheeked" him (OP1).
On the evening of August 2, 1995 [Y15], Dudley was attacked by a Dementor in the alley between Wisteria Walk and Magnolia Crescent, about two streets away from his home. The immediate effect on Dudley was obvious: he was throwing up and chilled to the bone. It isn't clear if this extraordinary event has had any long-term effect (OP1).
NOTE: There is nothing in the book to suggest that Dudley could actually see Dementors, so speculation that Dudley must be magical because of this incident is groundless.
